So that's really it. Putting at least SOME sort of restriction on powers forces people to use a little creativity, and it shouldn't come up too often. It also presents the problem of eventually having no "good" powers to choose from.
My idea is a reduced amount of starting exp. Think of it like, instead of starting at Lv.20, they start at Lv.15. The next one would be Lv.10, then the next one would start at Lv.5, and after that no one could make another character with that power until one of the others became inactive.
Another option is to simply do it based on the one before them. You start with 75% the exp of the person who had that power before you, as an example. So 100%, 75%, 56%, 42%, 31%, etc. That way it won't hit 0. And really, have we ever had more than like two people with the same ability? Perhaps it should be 50% instead of 75%.
Either way, we would need to actually maintain a thread of characters and their abilities to keep track of how many there are.
Just an example. What do you all think?

I think a lot of people dream of the same abilities and have made characters with abilities. I dont think we should be like hey personA is already a fire manipulator so personB cant have as much starting experience. I think characters should have a specialization though, to make the power different even if its still the same. Like, 3 flame manipulators, one needs actual fire, one needs to express it through animal shapes or something, and the third person needs to firmly picture fire in their mind to express it kind of thing.
